The Nuremberg Code came about as a result of horrific medical experiments conducted by Nazi Germany during WWII. The penalty for these crimes was death by hanging.
During the course of the experiment, the scientist in charge must be prepared to terminate the experiment at any stage, if he has probable cause to believe, in the exercise of the good faith, superior skill and careful judgement required of him, that a continuation of the experiment is likely to result in injury, disability, or death to the experimental subject.

But then, in the wake of public disclosure of the U. S. government Tuskegee Syphilis experiment (1932-1972), the government convened the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research. The Commission issued The Belmont Report: Ethical Principles and Guidelines for the Protection of Human Subjects of Research (1979). 
For those who don’t know, "Tuskegee Syphilis Experiment", was an ethically abusive study conducted between 1932 and 1972 by the United States Public Health Service and the Centers for Disease Control and Prevention. The purpose of this study was to observe the natural history of untreated syphilis. Although the African-American men who participated in the study were told that they were receiving free health care from the federal government of the United States, they were not.
The Belmont Report acknowledges at the outset that the Nuremberg Code “became the prototype of many later codes intended to assure that research involving human subjects would be carried out in an ethical manner.” [VIDEO 3] Belmont Report to 1:42
However, federal regulations only apply to government-sponsored human research and, unlike the Nuremberg Code these regulations have been “modified” in response to political pressure. The loop-hole around the “government-sponsored” was to bring in an outside medical team for justification.
For example, this law 45 CFR 46.408(c) waives parental consent for the use of children as human subjects. “This waiver is usually but not always limited to minimal risk research…” 
When visiting the US 116th Congress Bill 2740; mind you, I had to scroll quite a way to find the Public Health Scientific Services and Environmental Health clauses that were tucked into the Labor, Health and Human Services, Education, Defense, State, Foreign Operations, and Energy and Water Development Appropriations Act, of 2020.
Thankfully, it was rejected by the Senate. What I found most disturbing is that Rand Paul was the only Republican who voted against this measure.
Let’s explore further. 
42 U.S. Code CHAPTER 6A—PUBLIC HEALTH SERVICE refers to SUBCHAPTER III—NATIONAL RESEARCH INSTITUTES and SUBCHAPTER III–A—SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION and SUBCHAPTER XXVII—LIFESPAN RESPITE CARE. As I was researching, I found that at the Cornell website, we find a hidden subpart for National Center for Human Genome Research.
What I find disturbing is once you open the link, the US Code is blank. Then, once you open the Notes Tab, we learn that Jan. 15, 2007: In this proclamation, the Secretary establishes an advisory council within the National Institutes of Health to be known as the Scientific Management Review Board. 
120 Stat. 3681, and is classified to subpart 19 (§ 285s) of part C of this subchapter. This subpart was moved as a result of the law passed into public law on January 15, 2007. Sadly, this was passed into law December 8, 2006 by the Senate with Unanimous Consent.  The classification of subpart 19 of part C of the subchapter became otherwise known as PUBL482.109, the National Institutes of Health Reform Act of 2006.  [VIDEO 4] Defense Emergency Act
With the NIH Reform Act of 2006, when once President declares a disaster or emergency under the Stafford Act or National Emergencies Act and the HHS Secretary declares a public health emergency under Section 319 of the Public Health Service Act, the Secretary is authorized to take certain actions in addition to the regular authorities.
Little do most understand, the 1135 Waivers remove the checks and balances of the Nuremberg Code, giving the National Institutes of Health the full authority to act as they choose. 
On September 9, 2008, the National Institute of Health wrote an article titled, “The NIH Reform Act of 2006: Progress, Challenges, and Next Steps”. In this article it reads: In 1944, Congress passed the Public Health Service Act, which laid the foundation for a modern National Institutes of Health to support biomedical research through extramural grants, largely to academic research institutions. They’ve essentially twisted the Nuremberg Code in their favor. 
Francis S. Collins, M.D., Ph.D., is the Director of the National Institutes of Health, and the only presidentially appointed director to serve more than one administration. In this role, Dr. Collins oversees the work of the largest supporter of biomedical research in the world, spanning the spectrum from basic to clinical research. [VIDEO 5] Human Genome 7:01
Dr. Collins claims to be a pioneer gene hunter, Dr. Collins led the Human Genome Project from 1993 until 2008. He was awarded the Presidential Medal of Freedom in 2007, and the National Medal of Science in 2009 for his revolutionary contributions to genetic research. 
From the Human Genome Project website: The Human Genome Project was one of the great feats of exploration in history. Rather than an outward exploration of the planet or the cosmos, the HGP was an inward voyage of discovery led by an international team of researchers looking to sequence and map all of the genes -- together known as the genome -- of members of our species, Homo sapiens.
Beginning on October 1, 1990 and completed in April 2003, the HGP gave us the ability, for the first time, to read nature's complete genetic blueprint for building a human being. 
If you recall, Dr. Anthony Fauci, in April 2020, received an email from Francis Collins, the National Institutes of Health director, with the subject line noting, “conspiracy gains momentum,” which includes a link to a report outlining multiple sources believing the Chinese coronavirus started in a lab. 
Dr. Anthony Fauci is in control of, serving as the director of the National Institute of Allergy and Infectious Diseases since 1984! Like a Fox keeping watch over the hen house, Anthony Fauci has been in charge of warning Americans of Plagues and Diseases. [VIDEO 6] Pandemic 22:37 to 23:29
Collins had served as an advisor on healthcare to Barack Hussein Obama during his 2008 campaign and on his transition team. After he was appointed by Obama as NIH Director in 2009, he began the process of deep cooperation with China, this led to the U.S.-China Program for Biomedical Research, which provided financial awards for U.S. and Chinese “collaborating investigators” and sent millions of dollars through the National Cancer Institute and the National Institute of Allergy and Infectious Diseases, whose director is Dr. Anthony Fauci.
In summary, the Nuremberg Code has been whittled away. Tucked away in misleading House Bills and Executive Orders, the law we thought protected us has been erased by the NIH Reform Act of 2006 and the March 13, 2020 Stafford Act for Public Health Emergencies.
If “We the People”, don’t rise up and if we continue to rely and trust what we hear; without doing our own research, we will be in GRAVE danger.
